\-  Các Sở LĐTBXH Tỉnh/Thành phố; UBND cấp Xã, Phường, Thị trấn (đơn vị cấp xã) có nhiệm vụ, quyền hạn giải quyết thủ tục hành chính (TTHC).

\-  Cán bộ, công chức, viên chức của các cơ quan có thẩm quyền.

\-  Các cá nhân tham gia giải quyết các thủ tục hành chính thuộc lĩnh vực quản lý trên Hệ thống đăng ký, giải quyết chính sách trợ giúp xã hội trực tuyến.
